Six Pillars of Church Safety

A church safety plan isn’t just about preventing violence. It’s about creating a secure, welcoming place where people can worship with confidence.

01

Build a Security & Safety Team

Recruit calm, dependable volunteers (LE, military and EMS backgrounds help). Vet with applications, interviews and background checks. Train in first aid, CPR/AED, de-escalation and emergency response. Equip with radios and post visible personnel at entrances.

02

Conduct Risk Assessments

Walk the property monthly, including parking lots, checking blind spots, lighting and maintenance. Invite local law enforcement or fire officials for a free threat assessment. Review and update protocols every year.

03

Write Clear Policies

Document response plans for fire, severe weather, medical events and active threats, including evacuation, lockdown and reunification. Drill regularly. Set a chain of command and a mass-notification method.

04

Use Security Technology

Control access to nurseries, offices and media rooms. Put cameras at entrances, high-traffic areas and parking lots with visible signage. Use smart intrusion alarms that notify authorities automatically.

05

Protect Children

Background-check every staff member and volunteer who works with kids. Use secure check-in/check-out, the two-adult rule, open or windowed rooms, and clear reporting procedures.

06

Keep the Facility Safe

Light walkways and lots, keep exits clear and signs lit, test alarms and extinguishers monthly, remove trip hazards, and keep first aid kits and AEDs stocked, with trained people nearby.

// 04 — Legal Briefing

The Legal Side of Church Security

Churches are centers of worship, peace and community, but they aren’t exempt from modern threats. Leaders and security teams need to understand the legal framework around self-defense and firearm use, with a focus on active shooter incidents and the lawful use of force.

Self-Defense Doctrines

Duty to Retreat: some states require a safe withdrawal before deadly force.
Stand Your Ground: others impose no duty to retreat when you’re lawfully present and facing an imminent threat.
Castle Doctrine: many states extend force-in-defense rights to the home or workplace, which may include a church depending on jurisdiction.

Reasonable Force & Protecting Others

Force must always be proportionate to the threat. Most states allow force in defense of others under the same rules, so training in de-escalation and situational awareness is critical to keep decisions legally defensible and ethically sound.

Firearms in the Church

Know your state’s laws: carry rules in places of worship vary, and some states require training for designated armed personnel.
Write it down: clear firearm policies and advanced training requirements.
Insurance: check liability coverage with legal counsel and your insurer.

Active Shooter Responsibilities

Duty of care: churches must take reasonable steps against foreseeable harm.
Good Samaritan laws: often protect good-faith action, but not reckless or excessive force.
Documentation: keep records of policies, training and drills.

Key action step: review your state’s specific laws and how they apply to Houses of Worship. The National Conference of State Legislatures publishes state-by-state breakdowns. Church security is about responsible readiness: training, clear policies and staying informed.

General information only, not legal advice. Consult an attorney about your church’s specific situation.

I dropped off my AR 15 for an ultrasonic deep clean. Pedro and his team did an amazing job. The weapon looks as it did when I took it out of the box for the first time. Pedro did exactly what he said he was gonna do, and it was done in a timely manner.I would highly recommend Black Eagle Firesrms for any of your gun needs. Great service at a fair price.

Great classes, very knowledgeable. I could not have been happier with the experience, and would recommend his class to anyone. He made me feel comfortable and capable both in the “classroom”, and on the range. Without a doubt, one of the NRA’s best. Thank you Peter for such a wonderful experience!
